East and West Road to see rehabilitation

A public information meeting was held Tuesday night to update the community on a proposed rehabilitation of East and West Road.

From Orchard Park Road to Leydecker Road, the Erie County Department of Public Works has outlined plans to address drainage deficiencies and improve pavement conditions.

According to Wayne Scibor, an engineer with the county, the existing county drainage system – including the large culvert west of Union Road near Cove Creek Run, and a smaller culvert east of Angle Road near the entrance of the Children’s Psychiatric Center – will be replaced.

New concrete gutters, concrete driveway aprons and sidewalk ramps will be constructed.

An asphalt snow storage area will be placed behind the gutter. Scibor said the road will be milled and paved.

Assuming fair weather conditions and no April or May snowstorms occur, Scibor said construction is anticipated for completion next November. Scibor stressed that the schedule is tentative.

A bid opening will be held mid-March, dependent on receiving U.S. Army Corps of Engineers and New York State Department of Environmental Conservation permits in a timely fashion, he said.

Additionally, the project timeline depends on coordination with the Town of West Seneca on the sanitary sewer betterment and that Erie County funding can be secured.

If these requirements fall into place, the engineer said the successful bidder will likely begin fabricating precast concrete culverts, order drainage structures and begin drainage work, concrete gutters and driveway aprons in April.

Installation of culverts would take place in August, with paving and other ancillary work in September.
