SCHOOL DISTRICT PUBLIC

HEARING AND VOTE

NOTICE IS HEREBY GIVEN, that the Annual School District Vote of the Orchard Park Central School District (the “District”), Erie County, New York will be held on Tuesday, May 15, 2012 from 7:00 o’clock a.m. prevailing time to 9:00 o’clock p.m. prevailing time in the Orchard Park High School, 4040 Baker Road, Orchard Park, New York, for the purposes of electing two (2) members of the Board of Education, voting on the budget of the District for the 2012-2013 fiscal year and one (1) other proposition, and transacting such other business as is authorized by law.

TAKE FURTHER NOTICE, that the election of members of the Board of Education shall be held to fill two (2) at-large positions on the Board. The two candidates receiving the highest vote totals shall each be elected to three-year terms (commencing July 1, 2012 and ending June 30, 2015) to fill the vacancies created by the expiration, on June 30, 2012, of the terms of Mrs. Carla Marrazzo and Mr. Alfred McClymonds.

TAKE FURTHER NOTICE, that all candidates for the office of Member of the Board of Education shall be nominated by petition. Each petition shall be directed to the Clerk of the District, shall be signed by at least seventy-three (73) qualified voters of the District, shall state the name and residence of the candidate, shall state the residence of each signer, and shall be filed in the office of the Clerk of the District between the hours of 9:00 o’clock a.m. prevailing time and 5:00 o’clock p.m. prevailing time not later than April 16, 2012.

TAKE FURTHER NOTICE, that voting at the Annual School District Vote shall consist of voting on the following propositions and on any other propositions authorized by law and the rules of the Board of Education to be voted on at said time:

PROPOSITION NO. 1

(2012-13 BASIC BUDGET)

Shall the following resolutions be adopted, to wit:

RESOLVED, that the basic budget for the Orchard Park Central School District (the “District”) for the fiscal year commencing July 1, 2012 and ending June 30, 2013, as presented by the Board of Education, is hereby approved and adopted and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law.

TAKE FURTHER NOTICE, that the following Proposition No. 2 will be submitted for voter approval at such time:

PROPOSITION NO. 2

(PURCHASE AND FINANCING OF VEHICLES, RELATED EQUIPMENT AND

SUPPLIES)

Shall the following resolutions be adopted, to wit:

RESOLVED, that the Board of Education (the “Board”) of the Orchard Park Central School District (the “District”) is hereby authorized to purchase school buses (and related equipment and supplies) for use in the transportation program of the District, including: (i) three (3) seventy-two (72)-passenger school buses at a maximum estimated cost of $111,000 each, and three (3) thirty-five (35)-passenger van-type gasoline buses at a maximum estimated cost of $67,000 each; and two (2) universal wheelchair van-type buses at a maximum cost of $73,000 each; and be it further

RESOLVED, that the sum of $680,000, being the total of the aforesaid maximum estimated costs (plus interest thereon), shall be funded by the imposition of a tax which is hereby authorized to be levied and collected in installments in such years and in such amounts as shall be determined by the Board and, in anticipation of such tax, (i) bonds or other obligations of the District are hereby authorized to be issued and (ii) the District shall be authorized to enter into lease or lease/purchase arrangements (having a term of up to five years) if approved by the Board of Education in accordance with applicable statutes and regulations.

RESOLVED, that New York State Transportation Aid funds expected to be received by the District are anticipated to offset a substantial part of the cost of the buses hereby authorized, and such funds shall, to the extent received, be applied to offset and reduce the amount of taxes herein authorized to be levied.

TAKE FURTHER NOTICE, that a public hearing for the voters of the District on the District’s 2012-13 budget and expenditure of funds will be held on May 1, 2012 commencing at 7:00 o’clock p.m. prevailing time at the District Office Conference Center, 3330 Baker Road, Orchard Park, New York.

TAKE FURTHER NOTICE, that voting machines will be used to record the vote on the budget, the vote on the election of members of the Board of Education and the vote on the various propositions presented.

TAKE FURTHER NOTICE, that the Board of Education of the District has adopted Rules for the Use of Voting Machines and the Submission of Questions or Propositions to be Placed Thereon. Printed copies for general distribution in the District are available at the office of the District Clerk located in the District Offices, 3330 Baker Road, Orchard Park, New York.

TAKE FURTHER NOTICE, that applications for absentee ballots for the Annual District Vote may be applied for at the office of the Clerk of the District. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five business days prior to the Annual District Vote. Completed applications must be received by the District Clerk no later than seven (7) days before the election if the ballot is to be mailed to the voter, or no later than the day before the vote if the ballot is to be personally delivered to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 15, 2012.

TAKE FURTHER NOTICE, that the Board of Education of the District will have prepared and completed a detailed statement in writing of the amount of money which will be required during the ensuing 2012-13 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount of each purpose estimated necessary for payments to boards of cooperative educational services shall be set forth in full with no deduction of estimated State aid. Said statement will be available, upon request, to taxpayers within the District from the hours of 9:00 o’clock a.m. prevailing time to 4:30 o’clock p.m. prevailing time between April 24, , 2012 to May 15, 2012, exclusive of Saturdays, Sundays and holidays, at each of the public schoolhouses of the District.

NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Cheektowaga-Sloan Union Free School District, Erie County, New York will be held in the Irma Czubaj Board Room at said district on Tuesday, May 8, 2012 at 7:00 pm at which all interested persons will be heard.

NOTICE IS HEREBY GIVEN, that the voting shall be held on Tuesday May 15, 2012 at the John F. Kennedy High School, 305 Cayuga Creek Road, Cheektowaga, NY 14227, County of Erie, State of New York at which time the polls will be open between the hours of 12 noon and 9:00 p.m., prevailing time to vote by machine upon the following items:

1. To adopt the annual budget of the Cheektowaga-Sloan Union Free School District for the fiscal year 2012-2013 and to authorize the requisite portion thereof to be raised by a tax on the taxable property of the District.

AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2012-2013 exclusive of public monies, may be obtained by any resident of the District during business hours beginning Tuesday, May 1, 2012 to May 15, 2012 at the Office of the Director of Finance and Administrative Services, 166 Halstead Ave., Sloan, NY.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of members of the Board of Education shall be filed with the Clerk of said School District at the Clerk’s office in the Administrative Offices of the School District, 166 Halstead Ave., Sloan, NY not later than April 16, 2012, between 8:00 a.m. and 5:00 p.m. Each petition shall be directed to the Clerk of the District. Education Law Section 2018(a) states nominating petitions must be signed by at least 25 qualified district voters or 2% of the number of voters who voted in the previous annual election of the members of the board of education, which every is greater. The petition must state the name and residence of the candidate, and name and address of the signatures, and shall describe the specific vacancy for which the candidate is nominated.

AND FURTHER NOTICE IS HEREBY GIVEN that the qualified voters of the School District shall be entitled to vote at said annual vote and election. A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, (3) resident within the School District for a period of thirty (30) days next preceding the annual vote and election, and (4) is not otherwise prohibited from voting pursuant to the Election Law. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law Section 2018-c. Such form may include a driver’s license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District also requires all persons offering to vote to provide their signature and printed name and address.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots for the purposes of voting on all propositions and election of one (1) Board of Education member, may be applied for at the office of the District Clerk. A list of all persons to whom absentee ballots have been issued will be available in the office of the District Clerk, on each of five (5) business days prior to the vote and at the polling place on the day of the vote.

AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to a rule adopted by the Board in accordance with Section 2035 of the Education Law, copies of which are available at the office of the District Clerk any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Clerk of the Board of Education on or before April 16, 2012 at 5:00 p.m. prevailing time; must be typed or printed in English, must be directed to the Clerk of the School District.

However, the School Board will not entertain any petition to place before the voters any proposition the purpose of which is not within the powers of the voters to determine, or any proposition, which fails to include a specific appropriation where the expenditure of monies is required by the proposition.

NOTICE IS HEREBY GIVEN that the annual meeting and election of the West Seneca Central School District, Erie County, New York, will be held on Tuesday, May 15, 2012 from 7:00 a.m. to 9:00 p.m. (EST) at the West Seneca East Senior High School gymnasium located at 4760 Seneca Street, West Seneca, New York, for the purpose of voting, by voting machine, on the budget for the 2012-2013 fiscal year, on the proposition to purchase new school buses, and to elect two members of the Board of Education.

TAKE FURTHER NOTICE that voting on the budget and on other proposition(s) will consist of the following propositions, as well as other such matters as may be lawfully presented at the meeting:

PROPOSITION NO. 1

SCHOOL DISTRICT BUDGET

Shall the following resolution be adopted, to wit:

RESOLVED, that the budget for the West Seneca Central School District (the “District”) for the fiscal year commencing July 1, 2012 and ending June 30, 2013, as presented by the Board of Education, in the amount of $108,184,900 is hereby approved and adopted, and the required funds therefore are hereby appropriated, and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law?

PROPOSITION NO. 2

EXPENDITURE FROM BUS

PURCHASE RESERVE FUND

Shall the following resolution be adopted, to wit:

RESOLVED, that the Board of Education of the West Seneca Central School District is hereby authorized to expend a total of $368,000 from the District’s existing capital reserve fund known as the “Bus Purchase Reserve Fund” (as modified by the vote of the qualified voters of the District on May 17, 2011) for the purchase of eight 22-passenger school buses at a cost of $46,000 each, with all such vehicles to be used in the transportation program of the District, and with the result that such expenditure from the Bus Purchase Reserve Fund shall have no impact on the tax levy of the District for the 2012-2013 school year?

TAKE FURTHER NOTICE, that the Board of Education will hold a public hearing to present the budget of the necessary funds to meet estimated expenditures for the ensuing school year for school purposes on Monday, May 7, 2012 at 6:15 p.m. (EST) at the District’s West Elementary Administration Office, Board Room 2nd Floor, 1397 Orchard Park Road, West Seneca, New York.

TAKE FURTHER NOTICE, that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, will be available, upon request, to taxpayers within the District between the hours of 9:00 a.m. and 2:30 p.m. (EST) on or after May 1, 2012, exclusive of Saturdays, Sundays and holidays, in the Principal’s office in each of the school buildings in the District and at the District’s administration building, 1397 Orchard Park Road, West Seneca, New York.

TAKE FURTHER NOTICE that applications for absentee ballots can be obtained from the Office of the District Clerk, 2nd floor Room 207, 1397 Orchard Park Road., West Seneca, New York between the hours of 8:30 a.m. and 4:00 p.m. (EST) Monday through Friday (except holidays); completed applications must be received by the District Clerk or her designee at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be issued to the voter in person. Absentee ballots must be received by the District Clerk’s Office, no later than 5:00 p.m. (EST) on May 15, 2012.

TAKE FURTHER NOTICE that a list of persons to whom absentee ballots are issued will be available for public inspection in the Office of the District Clerk prior to and during the election between the hours of 8:30 a.m. and 4:00 p.m. (EST) Monday through Friday (except holidays). Any qualified voter may, upon examination of such list, file a written challenge of the qualifications as a voter of any person, whose name appears on such list, stating the reasons for such challenge. Such written challenge shall be transmitted by the District Clerk to the Chief Election Inspector on May 15, 2012.

TAKE FURTHER NOTICE, that all candidates for the office of member of the Board of Education shall be nominated by petition. Each petition shall be directed to the Clerk of the District, 1397 Orchard Park Road., West Seneca, New York 14224, shall be signed by at least fifty-two (52) qualified voters of the District, shall state the residence of each signer and shall state the name and residence of the candidate. TAKE FURTHER NOTICE that the election of members of the Board of Education shall be held to fill two (2) at-large positions on the Board. The candidates receiving the largest and second-largest number of votes shall each be elected to a term that commences upon election and expires June 30, 2015. Vacancies shall not be considered separate, specific offices, and the nominating petitions therefore shall not describe any specific vacancy upon said Board of Education for which the candidate is nominated.

TAKE FURTHER NOTICE that the ES&S DS200 Ballot Scanner machines will be used to record the vote on Proposition No. 1 (2012-2013 Budget), and on Proposition No. 2 (Expenditure from Bus Purchase Reserve Fund) and on the election of two members to the Board of Education. This is a paper-based tabulation system, mandated by New York State Election Law.
